Dr. Rubilyn Cabardo Pastrano is a degree holder of master’s in education specializing in Administration and Supervision.

Currently, she is serving DepEd for more than 11 years having a current designation as Master Teacher I in Science and Technology Education Center in the Division of Lapu-Lapu City, Region VII. She is a Senior Educational Technology Specialist in Edtech Unit-ICTS, DepEd Central Office as Program Lead in Game-Based Learning and Block-Based Programming and a volunteer ETULay Online Tutorial, and the Program Head in ETUlay English Elementary Department. 

She has big heart for volunteerism by serving also as trainer of the Moral Recovery Program-Values formation Council to all public agencies and as extension classes teacher in Lapu-Lapu City in partnership with her church’s ministries.

She is being trained under Coalition for Better Education, (CBE), Microsoft Education Ambassadors Program, and Basic Education Transformational Sector (BEST) which are all in partnership with DepEd. Her international certifications and accomplishments are proof of her eagerness to give more.

She is Microsoft Innovative Educator Expert, Microsoft Certified Educator, Microsoft Office Specialist in MS Word and PowerPoint, Microsoft Innovative Master Trainer, Google Certified Educator Level I, Adobe Creative Educator Level 1 and 2, and Flipgrid Student Voice Ambassador. Her contributions make her key player in teaching with technology.
